COVID-19, Lockdowns and Emergency Powers

The state's response to COVID-19 from March 2020 to June 2021 was experimental, controversial and legally questionable. State officials tossed aside the state's existing pandemic plans and made up their own rules on the fly, including a sweeping lockdown.
