When the legislature is convened on extraordinary occasions in special session no bill shall be passed on any subjects other than those expressly stated in the governor’s proclamation or submitted by special message.

No bill shall be passed or become a law at any regular session of the legislature until it has been printed and in the possession of each house for at least five days. No bill shall be passed at a special session of the legislature on any other subjects than those expressly stated in the governor’s proclamation or submitted by special message. No bill shall be altered or amended on its passage through either house so as to change its original purpose.

After January first, nineteen hundred and three, the compensation of members of the legislature shall be one thousand dollars for each term to which they are elected. They shall be entitled to ten cents and no more for every mile actually traveled, on the usually traveled routes, in going to and returning from each regular and extra session. When convened in extra session, no other subjects than those expressly stated in the governor’s proclamation, or submitted to them by special message, shall be considered. Each member shall be entitled to one copy of the laws, journals and documents of the legislature of which he is a member and such copies of the “Michigan Manual” as shall be provided by law, but shall not receive at the expense of the State, books, newspapers or other perquisites of office not expressly authorized by this constitution.

Bills may originate in either House, but no bill or new subject of legislation shall be introduced after the expiration of the first fifty days of the session, except on recommendation of the Governor by special message.
