Article V
Sec. 30: There is hereby established a public service commission which shall consist of five members who shall be nominated for office by political party conventions and shall be elected at large, at non-partisan elections as provided by law. Each seat on the commission shall be designated by letter, A through E. Candidates for the commission must file for no more than one such designated seat. The terms of office shall be for four years except at the time of the initial election of the commission at which time three members shall be elected to four year terms and two members shall be elected to two year terms. No more than three members of the commission shall have their terms expire at the same time. Any registered elector in this state shall be eligible for the office of public service commissioner, and the initial election of the commission shall take place at the next general election following the adoption of this amendment.
The chairperson of the public service commission shall be elected by a majority vote of the members of the commission as provided by the rules of the commission and shall perform duties assigned by the commission.
Vacancies in the office of public service commission shall be filled as provided by law.
The commission shall have such powers as are presently granted to it by statute. Nothing contained herein shall be construed to alter any provision of present statutes relating to the public service commission except with respect to the terms and method of selection of its members and its chairperson.
