A person whose appointment has been disapproved by the senate shall not be eligible for an interim appointment to the same office.

When any office, the appointment of which is vested in the Governor and Senate, or in the Legislature, becomes vacant during the recess of the Legislature, the Governor shall have power to fill such vacancy by granting a commission, which shall expire at the end of the succeeding session of the Legislature.
