Article X

Sec. 20a: The state shall borrow not to exceed thirty million dollars, pledge its faith and credit and issue its notes or bonds therefor, for the purpose of paying to each person who entered into the military, naval or marine forces of the United States between April sixth, nineteen hundred seventeen, and November eleventh, nineteen hundred eighteen, and served honestly and faithfully therein during the late World War and who was a resident in this state at the time of entering such service, the sum of fifteen dollars for each month or major fraction thereof, of such service, up to and including August first, nineteen hundred nineteen.
