Article V
Sec. 8: The Legislature shall meet
at the seat of governmenton the first Wednesdayinof January, in the yearone thousand eight hundred and sixty-oneone thousand eight hundred and sixty-nine, and on the first Wednesdayinof Januaryin every secondof each year thereafter,andbut at no otherplace ortime,unlessexcept as provided inthethis Constitutionof the State, and shall adjourn without day at such time as the Legislature shall fix by concurrent resolution. The time of meeting shall be at eleven o’clock in the forenoon,on the dayand the time of final adjournment,shalladjournbe at twelve o’clockatnoon.
