On Nov. 8, 2022, Michigan voters will decide whether to approve Proposal 2 and amend the state constitution. This policy brief describes the proposed changes in detail but takes no position on the proposal. It provides an analysis of the practical effects of these changes and puts them in context of current Michigan election law and practice. It also describes how Proposal 2 would interact with another citizen-initiated petition called Secure MI Vote, which may be enacted into law next year by the Legislature or appear on the 2024 ballot.
