Steven Hayward is director of the center for environmental and regulatory reform at the Pacific Research Institute in San Francisco. He holds a Ph.D. in American studies and an M.A. in government from Claremont Graduate School. Dr. Hayward writes frequently on a wide range of current topics including environmentalism, law, economics, and public policy. His commentaries have appeared in National Review, Reason magazine, Policy Review, the Intercollegiate Review, and dozens of daily newspapers including The New York Times, San Francisco Chronicle, and Orange County Register.
Elizabeth Fowler is a public policy fellow with the center for environmental and regulatory reform at the Pacific Research Institute (PRI) in San Francisco. She specializes in market-based environmental research with an emphasis on California issues. Ms. Fowler is co-author of two PRI studies, the 1999 Index of Leading Environmental Indicators and Ending California's Water Crisis: A Market Solution to the Politics of Water. Her Op-Eds have appeared in major newspapers including the San Diego Union-Tribune and the Orange County Register.
Laura Steadman is a research assistant with the center for environmental and regulatory reform and the center for enterprise and opportunity at the Pacific Research Institute (PRI) in San Francisco. Her work on urban sprawl and other issues has been published in periodicals including San Francisco Business Weekly and the Triangle Business Journal in North Carolina.
