Local governments dispersed $1.79 billion for roads in 2004, including transfers from the state for work under contract on state roads.[14] Of that total, $765 million, or 42.7 percent was spent on capital outlay, primarily on construction and system preservation. An additional $506.3 million, or 28.2 percent, was spent on maintenance excluding snow removal. Snow removal consumed 8.3 percent of the money, and administration expenses accounted for another 4.8 percent of the total.
