Limitations and Expansions

Michigan governors frequently propose new initiatives in their annual State of the State speeches. The Mackinac Center for Public Policy has reviewed 38 of these addresses and categorized the new proposals to see if they would expand or limit government. In 2006, Gov. Jennifer Granholm proposed 20 new expansions of government — a record for an election year and the second highest total ever. Gov. William Milliken holds the record for the fewest proposed expansions. In 1974, he proposed zero, a number not matched since.
