The Mackinac Center’s July 18 property rights forum in Bay City, Mich., featured three speakers: Mackinac Center Senior Legal Analyst Patrick J. Wright; Nancy Kurdziel, president of Prime Housing Inc.; and Russ Harding, senior environmental policy analyst at the Mackinac Center and a former head of the Michigan Department of Environmental Quality.

Russ Harding

Harding discussed regulatory takings, a form of eminent domain in which government regulations deprive private property owners of part of the value of their land. As Harding points out in the video excerpt posted above, the government typically does not compensate property owners for this loss, even though compensation is required under the state and federal constitutions. The video segment is 6 minutes and 4 seconds long. (QuickTime playback requires QuickTime 7.0 or higher.)
